THE OPPORTUNITY:
The Park District currently has one (1) vacancy located in the Maintenance Operations Administration Department within the Operations Division at the Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current vacancy and any additional District-wide vacancies that may occur during the one-year life of the hiring pools.
WHAT YOU'LL BE DOING:
This position reports to the Chief, manager, or designee and supervises professional and support staff and/or volunteers. Under general direction, manages the administration of the Park District’s Maintenance Agreement and Temporary Park Access Permit programs; supervises designated professional and clerical staff; provides primary contract and access permit support for the Chief of Maintenance and Skilled Trades; develops and administers policies and procedures to improve the efficiencies of the maintenance contracting and access permit programs; and performs related duties as assigned.

Essential Functions:
The Contract/Access Permit Supervisor manages the Maintenance Agreement Program, the Temporary Park Access Permit Program and supervises related staff. Supervision:
Performs a variety of supervisory tasks: hires, trains, schedules, motivates and develops and evaluates staff;
Assigns, prioritizes and monitors work assignments;
Establishes goals and standards;
Acts as liaison for the Maintenance Department with other departments, outside agencies and the public;
Maintains effective working relationships with contractors, vendors, and other public agencies.
Maintenance Agreements:
Plans, organizes and directs the administration of all Park District maintenance and construction agreements;
Reviews and approves agreements, notices, change orders, inspections and project closeouts;
Ensures public works and other applicable regulations are met prior to issuance of and throughout the duration of the agreements;
Assists Park District staff in drafting and issuing informal and formal requests for proposal in accordance with Park District bidding guidelines;
Participates in the development of, interprets, and communicates appropriate application of regulations, policies and operational methods;
Reviews existing documents and procedures and implements changes as needed;
Assigns and provides an administrative review of agreements for completeness, accuracy, and timeliness;
Authorizes payments within contractual limits;
Initiates and participates in the resolution of inter and intra-department inconsistencies and problems.
Temporary Park Access Permits:
Manages the intake, review, administration and execution of temporary park access permits; Provides information and assistance to Park District staff and applicants regarding the permit process;
Consults with General Counsel, Land, Stewardship and other departments to review and determine appropriate permit conditions;
Ensures compliance with permit requirements through coordination with field staff and site visits as needed;
Maintains records of permits, payments, deposits, biological, cultural and field inspection reports, and other documents related to park access in accordance with the Park District Finance and Retention Policies;
Initiates interdepartmental subject matter review with Park District stakeholders; reviews, evaluates and coordinates the details of complex permit documents;
Works with multiple departments to ensure compliance with Park District standards; Determines, assesses and collects fees and deposits as appropriate;
Conducts joint field reviews with internal staff, applicants, contractors and permit holders to resolve access and field matters;
Consults with the AGM, Chief, and Legal prior to taking any enforcement action including correspondence, assessment and collection of fines and penalties for unauthorized access and land use.
Uses permitting software to prepare reports and makes presentations to Park District staff, Board, Board committees, and other key stakeholders;
Develops and provides Park District-wide training for permits and maintenance agreements;
Serves as the software administrator of related permit and contract software;
Reviews, researches, analyzes, and assists with updates to Park District policies and documents;
Establishes and communicates goals and operational standards for public service.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree in Public Administration, Construction Management, Business Administration, Planning, Civil Engineering, or related course of study; and
Experience: Four years of recent full-time paid professional level administrative experience in permit and public contract administration, two of which must have been in a supervisory or lead role; and
License: Possession of a valid California driver’s license is a condition of initial and continued employment in this classification.
Desirable: Certification in Project Management or Construction Management is a plus
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of:
Accepted industry standards, terminology, and procedures for public works construction projects;
Field construction practices, permit and construction contract administration, including applicable laws, rules, regulations, guidelines, and policies;
Principles and practices of supervision, training coaching and performance evaluation;
Word processing, database management, spreadsheets, GIS;
Basic administrative, accounting and budgeting standards; basic mathematics.
Ability to:

Manage a high volume of email correspondence;
Understand and apply Park District and departmental policies and procedures;

Establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, with a focus on quality service to internal and external customers.
Conditions of Employment:

Wages, hours, and other terms of conditions of employment are covered in an Agreement between the Park District and Local 2428. The probationary period for this classification is nine (9) months.
Salary Range: The starting salary for this vacancy will be at Step A of the salary range.
