SALARY: $5,615.91 - $7,167.49 Monthly
POSITION DESCRIPTION:
Under general supervision, plan, coordinate, organize, supervise, review and participate in the work of service areas within the Public Works Department, including but not limited to the maintenance and repair of City facilities, fleet services, streets and alleys, sidewalks, street painting and signs, graffiti removal, landscape, trees and irrigation; administer maintenance contracts for City facilities and all areas within the public right-of-way; and perform a variety of technical tasks relative to the Maintenance Division.
The City of Signal Hill, 2.20 square miles with approximately 11,600 residents, is a well-balanced, financially sound, and economically diverse community. The City is entirely surrounded by the City of Long Beach located three miles from the ocean, in Southeast Los Angeles County. The Public Works Department is responsible for providing reliable, well-maintained public facilities and essential services that are depended upon in the daily lives of residents and the business community.
DISTINGUISHING CHARACTERISTICS:
The Maintenance Supervisor is distinguished from the Senior Maintenance Worker and/or Senior Maintenance Worker in that the position has greater supervisory, budget, contract administration and project responsibilities, and participates in the development of staff and enforcement of work standards and procedures. The primary areas of responsibility of the incumbent is fleet, facilities, and landscape and irrigation, but may oversee and cross train workers of the streets division as necessary. The Maintenance Supervisor may participate in crew work.
MINIMUM QUALIFICATIONS:
High school diploma or G.E.D. eq uivalent and five (5) years journey level experience with at least two years in a lead/supervisory capacity, in building and facility maintenance, fleet services, electrical repair work, streets, sidewalks, rights of way and alley maintenance operations and/or construction work, or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Class C California driver's license with acceptable driving record required.
Highly Desirable Qualifications: Possession of Certified Public Works Professional-Supervision (CPWP-S) and/or Certified Public Works Professional-Management (CPWP-M). Any certifications in HAZMAT, RCRA/DOT manifest, plumbing, electrical, HVAC, and/or playground inspection.
EXAMPLE OF DUTIES:

Plan, organize, assign, supervise, review and participate in the work of staff; Engage in a variety of maintenance and repair tasks for fleet, buildings, park facilities and play structures, streets, sidewalks, public right of way and alley maintenance operations, traffic striping and painting, and traffic sign installation. Assign work daily for multiple workers or crews; check on work programs throughout the day; meet with staff to identify and resolve problems. Perform difficult and technically complex work and participate directly in the performance of a wide range of maintenance duties. Participate in the development, administration, and implementation of maintenance contracts; coordination of bid processes; and insure compliance with contract specifications and budgetary guidelines. Manage service contracts and vendors to ensure compliance of contract terms, safety, work quality, and resolution of issues and complaints including but not limited to contracts for landscape maintenance, street tree replacements and trimming, sidewalk repair, street repair, storm drain cleaning, fleet services, facility maintenance, street sweeping, and janitorial services. Participate in the preparation and implementation of the City's Capital Improvement Program (CIP) and associated projects by making work and budget recommendations, review plans, estimating time, material, and costs; providing technical input and assisting the Engineering staff as directed. Assist with and perform a variety of personnel actions including selection, promotion, performance evaluation and disciplinary actions. Monitor and evaluate current OSHA regulations pertaining to but not limited to maintenance operations and worker safety. Routinely conduct and/or participate in safety training and other training sessions relative to skilled tasks. Schedule and conduct necessary inspections; maintain records and prepare various reports and inventories on inspections, operations, and activities of the division. Assess divisions inventories and maintain expenditure log for materials and service; prepare equipment specifications and generate purchase orders to procure tools, equipment, materials and other supplies needed by the division. Evaluate service needs of operations and activities of assigned service area; identify resource needs and opportunities for improving service delivery methods; develop and recommend improvements and modifications; review with appropriate management staff; and implement operation procedures. Respond to City service requests and public service calls and complaints relative to assigned division areas of responsibility in a timely manner. Participate in establishing and maintaining standards and procedures for City maintenance operations. Prepare reports regarding work crew activities, including but not limited to reports regarding usage of materials, supplies and equipment.
MARGINAL FUNCTIONS:
Respond to emergency call out requests; subject to 24-hour call.
