JOB SUMMARY: Under general supervision of the Maintenance Manager, performs work of considerable difficulty in managing the City's contract maintenance services. This position provides oversight of maintenance programs and contract services in the areas of buildings, facilities, parks, trails streets, sidewalks, storm drains, landscape areas, open space and other City infrastructure.
CLASS CHARACTERISTICS: This is a supervisory level classification responsible for managing
and evaluating City maintenance programs, including ongoing maintenance and maintenance improvement projects. This position requires knowledge of a wide variety of maintenance services, including maintenance of streets, parks, street medians, storm drains, building systems and swimming pools. Successful performance requires the ability to develop and utilize maintenance service agreements to create systems that elevate maintenance levels within the City. The elevation of maintenance levels in the downtown will be a specific point of emphasis for the position. The position will ensure that day-to-day activities are performed safely and in conformance with generally accepted principles, standards, laws, and regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are performed personally, in cooperation with Community Services Department team members, and/or in coordination with other City staff, operating partners, other public and private organizations, community groups, and members of the community. Additional duties may be assigned. Leads the City in the implementation, management, and coordination of maintenance contract services.
Development, implementation and evaluation of maintenance contracts increase the level of maintenance services.
Thorough maintenance inspection management ensures ongoing consistent quality service from contractors.
Immediate response to priority maintenance requests increases the community's confidence in the City's ability to provide service.
Use of feedback tools ensure ongoing review and improvement to operations.
Development, review and adjustment of effective and efficient work schedules and work priorities meet ongoing program requirements
Ensuring coordination of downtown maintenance activities between City staff, contract maintenance providers, and other organizations results in a clean, well maintained and attractive downtown area.
Effective coordination with non-profit partners enhances the quality of service delivery.
Utilization of technology to track, and report contract status updates with contractors strengthens communication with contract service providers.
Develops and implements systems and procedures supporting routine maintenance, inspection and asset management.
Routine inspections on detailed reports of work performed by janitorial and landscape maintenance contractors supports contract compliance and well maintained City assets.
Coordination of work between Public Services Maintenance operations and Public Works Department capital improvement project implementation aids in supporting effective Street Maintenance operations.
Effective oversight and implementation of a sidewalk maintenance inspection programs promotes safety and reduced liability for the City.
Coordinates the provision of maintenance services that provide for high levels of customer service.
Collaborative leadership style that fosters teamwork and encourages input and involvement in decision-making.
Support the creation and ongoing review of staff member and volunteer work plans for efficiency in operations and maximization of available City resources.
Programs and services are customer-friendly and ensure timely response to both external and internal customer needs.
Implementation of technology solutions to support internal and external customer communication increases community engagement.
Immediate response to high priority maintenance issues supports high levels of safety and aesthetics within the City.
Timely investigation and resolution of customer complaints received from the public, facility users, customers and City teammates creates increased community trust and satisfaction.
Supports maintenance project management in the field.
Coordination with Management Analyst and other City team members to implement maintenance and facility improvement projects, including managing schedules, inspections, and corrective actions ensures project quality.
Development of general specifications for maintenance projects supports efficient completion of projects.
Performs other job-related responsibilities as evident or directed by supervisor.
Qualification Requirements
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Education & Experience: 1. Graduation from high school or equivalent; and 2. Completion of at least 30 units in accredited courses pertaining to Public Works Maintenance, Park Management, Personnel Supervision or a related field; and Three years experience in a related field with lead or contract management experience 3. An Associate's or Bachelor's Degree from an accredited college is desired. 4. Previous experience in street, park, and/or building maintenance is highly desired. Certificates and Licenses: 1. Possess a State Qualified Applicator's Certificate within one year of hire. 2. Successfully complete a Pulmonary Function Test and be certified to wear a respirator at time of hire. Other Requirements: 1. Bilingual English/Spanish highly desirable. 2. Must successfully complete a state mandated background investigation and drug screen at time of hire. 3. Must be willing to work outdoors in various weather conditions. 4. Must be willing to respond to emergencies outside of regular work hours. Knowledge of: 1. Philosophies, techniques, trends and principles of maintenance management. 2. Methods, materials, tools, and equipment used in the maintenance of public facilities including streets, parks, landscape and building systems. 3. Maintenance technologies in the areas of work order management, preventative maintenance, and asset management. 4. Principles and practice of management, supervision, training, and performance evaluations. 5. Work safety practices and procedures. 6. Purposes and uses of a variety of heavy equipment, power tools and hand tools. 7. Safety practices, principles, and procedures for pesticide, herbicide and insecticide applications. 8. Practices and techniques of landscape maintenance. 9. Supervisory principles. Skill in: 1. Providing highly detailed inspection reports for work performed via contract or City staff. 2. Carrying out work programs and supervising contract service providers. 3. Directing and performing work; providing concise written and oral instructions. 4. Reading plans and specifications and interpreting them to others. 5. Preparing reports and maintaining records. 6. Use of common office software and maintenance management software. 7. Coordinating, scheduling and communicating maintenance work. 8. Establish and maintain effective work relationships with City staff, contract service providers, facility users, and the general public. 9. Communicate effectively, orally and in writing. 10.
