The City of Anaheim Public Works Department seeks a dynamic Operations Supervisor for the concrete unit for the Operations & Maintenance Division. The Operations Supervisor will supervise, assign, coordinate, and review the activities and operations of various crews engaged in the maintenance, repair, and alteration of City, streets, sewer lines, sidewalks, landscapes, and other related infrastructures; to coordinate assigned activities with other divisions, departments, outside agencies, contractors, and the general public while ensuring work quality and adherence to established policies and procedures. This recruitment will be used to fill the current vacancy in the concrete unit. Candidates must possess four years of responsible maintenance and construction experience related to area of assignment including one year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and specialized training in public works maintenance and repair. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Essential Functions
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Plan, prioritize, assign, supervise, and review the work of various crews engaged in the maintenance, repair, and alteration of facilities, buildings, and other related infrastructures; evaluate and recommend cost effective and efficient means for repair and maintenance activities of assigned area of responsibility. Establish schedules and methods for providing maintenance and repair services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly. Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures. Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; writes and administers performance evaluations; implement discipline procedures. Participate in the preparation and administration of assigned program budget; submit budget recommendations; monitor expenditures. Read plans and assist workers in the correct interpretation of information. Complete job estimates; evaluate and monitor the progress, quality, and cost of scheduled projects, contracts, and vendors; determine supplies, tools and equipment required for the successful completion of projects; prepare technical specifications; procure items as required. Receive work orders and other requests for maintenance services from various City departments and staff; prioritize requests and order needed materials for completing maintenance functions; schedule work crews according to maintenance and repair needs. Monitor work sites and ensure adherence to safe work practices and procedures; respond to and resolve complex work related or equipment operating problems. Inspect work in progress and upon completion; detect and correct inefficient utilization of workers and equipment; ensure that work conforms to specifications and is in accordance with City regulations, policies, and operating procedures and practices. Oversee staff responsible for preparing specifications for and administering maintenance contracts with private contractors; disburse monies for payment and monitor budget expenditures.
Collect data related to City infrastructure condition (AC pavement, sidewalks, curbs & gutters, access ramps, cross gutters and spandrels) using Collector APP and evaluate the data for inclusions in future projects.
Use a computer terminal and work order system in order to compile statistics and information and prepare various reports regarding the use of personnel, supplies and equipment for projects. Respond to the public and businesses regarding questions and/or complaints on maintenance and repair activities; conduct investigations and effectively resolve problems. Assess emergencies and respond accordingly. Remain current on and enforce all applicable National Pollutant Discharge Elimination System (NPDES), CAL-OSHA and other pertinent local, state and federal regulations and guidelines. Remain current on and enforce applicable safety rules; participate in department safety programs and committees. Maintain records concerning operations and programs; prepare reports on operations and activities. Coordinate activities with those of other divisions and outside agencies and organizations; Provides guidance, recommendation and project scoping for maintenance and capital improvement projects; provide staff assistance to higher level supervisory and/or management staff; prepare and present staff reports and other necessary correspondence.
Prepare and maintain periodic records and reports related to personnel, accidents and incidents; maintain confidentiality of information as appropriate.
Investigate liability claims submitted to the City; coordinate repair actions if required.
Arrange for proper maintenance of vehicle and equipment in area supervised.
Respond to and resolve difficult citizen inquiries and complaints.
As assigned, serve as rotating duty manager for the division.
Perform related duties as required.
Qualifications
Experience and Education: Four years of responsible maintenance and construction experience related to area of assignment including one year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and specialized training in public works maintenance and repair. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. Knowledge of: Operations, services, and activities of assigned maintenance program; modern standards, methods, and procedures involved in the maintenance, repair, and alteration of City facilities and equipment; methods and techniques of conducting on-site work inspections; principles and practices of contract administration; operational characteristics of a variety of maintenance and repair equipment and tools; occupational hazards and standard safety practices; principles of supervision, training, and performance evaluation; basic principles and practices of budget preparation and administration; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations. Ability to: Coordinate and direct assigned maintenance and repair programs; supervise, organize, and review the work of assigned staff; select, train, and evaluate staff; recommend and implement goals, objectives, policies, and procedures for providing maintenance services and activities; understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise reports; participate in the preparation and administration of assigned budgets; schedule equipment and materials; read plans; prepare clear and concise job estimates and reports; oversee the work of contractors; negotiate resolution to problems; effectively resolve complaints from the public and businesses; learn, understand and apply all applicable safety regulations and procedures by enforcing a safe work environment; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work. License/Certification Required: Possession of an appropriate, valid driver's license.
