Under general direction, the Public Works Supervisor is responsible for the administrative and day-to-day operations of the Building Maintenance unit, including the maintenance and upgrade of all City facilities. Essential Duties:
Oversee, supervise and provide managerial assistance in support of field crews Plan and implement goals, objectives, and performance standards for divisional sections; act on behalf of Public Works Division Manager during absence; and make presentations to City officials, public groups and staff Interview, select, train and evaluate the performance of employees Direct and plan the work of employees, including determining the techniques to be used by employees Set job performance standards for employees and ensure that standards are met; responsible for employee performance evaluations with input from foremen Plan, review, and evaluate the work of crews engaged in a wide variety of maintenance activities; provide staff training and development; maintain a variety of records related to employee work activities Interpret and enforce safety provisions in accordance with City procedures, County, State, Federal, OSHA and related guidelines and regulations; and oversee field safety and/or hazardous materials programs Identify problems, obtain and analyze information to evaluate, determine and make recommendations for alternate courses of action to resolve problems Plan and implement maintenance schedules; estimate personnel, material, and equipment requirements for section planning and budgeting Keep detailed manual and computerized records; gather and compile data; write a variety of technical, administrative, operational and maintenance reports; perform and manage special projects; and procure supplies, equipment and facilities Provide on-site field tasks that include performing skilled labor as needed, making field computations, investigating and troubleshooting problems, inspecting contractual work to ensure compliance, and reading and interpreting blue prints, maps and GIS system related information Perform other related duties as assigned
Requirements:
EDUCATION: Graduation from an accredited high school or successful completion of the G.E.D. exam and one year (30 semester units or equivalent) of classes reasonably related to the assigned work section, from an accredited college or university. EXPERIENCE: Four years of journey-level experience in one ore more construction trades, including at least one year of lead or foreman experience. OTHER REQUIREMENTS: Must possess experience coordinating bid processes; working closely with architects and engineers to develop designs and specifications; managing building remodel projects; overseeing operations, maintenance, preservation, and restoration of facilities including building heating, ventilation, and air conditioning (HVAC) systems. Play Equipment Inspection Certification is desirable. Must possess at least a "Class C" California Driver's License and have and maintain an acceptable driving history. An acceptable driving record is one that has three (3) or fewer DMV points issued within the past five (5) years, and no more than one (1) DUI within the past ten (10) years. May be required to provide official driving record prior to appointment to position. KNOWLEDGE OF: Administrative principles and techniques, including budgeting, planning, safety, staff organization, and staff development; principles and practices of building care, maintenance and repair; Local, state and federal laws, ordinances and regulations; principles and practices of industrial safety; Operational principles and maintenance requirements related to specific assignments; Common business applications for personal computers. ABILITY TO: Plan, organize, coordinate, review and evaluate the work of others; Oversee a field safety program; Effectively handle budget, personnel, administrative and operational matters; Develop and implement work standards, work policies, and operational procedures; Analyze operational and maintenance problems, information, and data, evaluate alternative courses of action, and reach sound conclusions; Communicate clearly and effectively, both verbally and in writing; Use tact, discretion and prudence in establishing and maintaining effective working relationships with staff and other City officials, as well as with public agencies, the business community, and members of the public; Effectively represent the Public Works Department when dealing with others; Respond to emergencies as necessary; Commit to providing quality customer service. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Incumbents in this classification walk, stand, sit, speak clearly, hear normal voice conversation, see small details and long distances, distinguish colors and shades, drive a vehicle and use a computer and operate motorized equipment. Incumbents in some supervisory positions may climb, stoop, bend, crouch, kneel, and reach above and below shoulder level. WORK ENVIRONMENT: The work environment described here is representative of those an employee encounters while performing the essential functions of this job. Incumbents in this classification work both in an open-office environment and outdoors, work with others and independently, have direct contact with the public, and work extra hours, weekends, and/or 24 hour on-call shifts as needed. Incumbents in some supervisory positions may work below ground, in dirt, in damp or wet areas, and in various weather conditions, work around moving machinery, equipment and vehicles, sharp objects, loud noises, gases and fumes. Protective equipment for eyes, ears, head, hands and feet is required in specific work sections.
